LE Wales were commissioned by the Welsh Assembly Government to examine the feasibility of introducing a formula-based mechanism for the distribution of Supporting People funds to local authorities. There was no presumption that such a mechanism was feasible and the intention was that any such mechanism should reflect the distribution of ‘need’ for housing-related support services.
